Russia is committing genocide in Ukraine, according to United States’ President Joe Biden, who claims that Vladimir Putin is “trying to wipe out the idea of even being Ukrainian.”
Biden has been vociferous in his condemnation of Russia’s mass killings of Ukrainian civilians, referring to Putin as a “war criminal” in mid-March. Several investigations of Russian atrocities in Ukraine are underway, including the razing of Mariupol and civilian murders in the Kyiv neighborhood of Bucha.
In February, the prosecutor at the Hague-based International Criminal Court began an investigation, stating there was “reasonable cause to suspect that both alleged war crimes and crimes against humanity have been committed in Ukraine.” The intent [by the accused] to destroy, in whole or in part, a national, ethnical, racial, or religious group” is required to prove a case under the 1948 Genocide Convention.

“Yes, I called it genocide because it’s become clearer and clearer that Putin is just trying to wipe out the idea of even being Ukrainian,” Biden said later when asked if he intended to apply the term to Russian actions in Ukraine.
He added, “And the evidence is mounting.” “More evidence is emerging from Russia’s heinous actions in Ukraine. And we’ll only learn more about the devastation as time goes on. We’ll let the attorneys decide whether it qualifies on an international level, but it certainly appears to me.”
His remarks were soon praised by Ukrainian President Volodymyr Zelenskiy, who praised them as “genuine words of a true leader.” On Twitter, Zelenskiy remarked, “Calling things by their names is crucial to standing up to evil.” “We appreciate the support supplied by the United States thus far, but we urgently require more heavy weapons to avoid further Russian atrocities.”
Putin described Ukraine’s independent existence as illegitimate prior to his invasion, claiming that Russians and Ukrainians were one people. In addition to mass killings of civilians, Russia has been accused of forcibly transferring captured Ukrainian citizens, including significant numbers of children, into Russia while modifying the procedures to make it easier for Russian families to adopt them.
It can be difficult and divisive to draw the boundary between crimes against humanity and genocide. The international criminal tribunal for the former Yugoslavia concluded that the massacre of Bosnian Muslims in Srebrenica constituted genocide, but not the mass atrocities carried out by Serb forces in other municipalities, a distinction that infuriated residents of the other devastated towns.
