Elon Musk has revealed that the Trump administration is preparing to launch a new visa program—dubbed the “Trump Gold Card”—as early as next week. The announcement followed a strategic meeting held at the White House on April 10, where Musk personally briefed U.S. President Donald Trump on the progress of the initiative, according to a report by the Palm Beach Post.

The visa program is being developed under the umbrella of the Department of Government Efficiency (DOGE)—a new government body inspired by Musk’s push for leaner, tech-driven public services. The Trump Gold Card is designed to provide an alternative immigration pathway for wealthy foreign investors, offering them permanent residency in exchange for significant financial contributions to the U.S. economy.

What Is the Trump Gold Card Visa?

The Trump Gold Card is a proposed premium immigration route that will allow high-net-worth foreign nationals to obtain green card-level privileges by investing at least $5 million in qualified sectors of the U.S. economy. It also offers a streamlined path to eventual American citizenship, making it one of the most attractive and elite immigration options globally.

President Trump expressed optimism and pride in the program during the briefing, describing the gold card as a bold, innovative strategy that aligns with his vision of a “strong, merit-based immigration system.” Trump was quoted as saying, “This isn’t about just handing out green cards. It’s about rewarding those who invest in our country, create jobs, and respect the American dream.”

Designed to Replace the EB-5 Visa Program

The Trump Gold Card is not just a new visa option—it’s meant to completely replace the existing EB-5 Immigrant Investor Program, which was originally introduced in 1990. The EB-5 program granted green cards to foreign investors who injected at least $1 million (or $500,000 in targeted employment areas) into U.S. businesses, provided that the investment created at least 10 full-time jobs for American workers.

While the EB-5 program gained popularity, especially among Chinese, Indian, and Middle Eastern investors, it also became increasingly criticized for loopholes, fraud, and abuse. Critics argue that the program allowed wealthy individuals to exploit vague requirements and real estate loopholes to secure U.S. residency without delivering tangible economic benefits.

During a press interaction, U.S. Secretary of Commerce Howard Lutnick didn’t hold back in his criticism of EB-5. He stated:

“The EB-5 program… it was full of nonsense, make-believe, and fraud. It became a low-cost way to get a green card. So the President said, enough is enough—we’re ending the EB-5 program and replacing it with something that actually benefits America.”

This visa plan comes at a critical time when the United States is re-evaluating its immigration policies amid increasing global competition. Countries like Canada, Australia, Portugal, and the United Arab Emirates have rolled out investor-friendly immigration options, attracting billions in foreign capital.

With the Trump Gold Card, the U.S. is signaling its intent to reclaim leadership in attracting the world’s top-tier investors. The administration believes that by raising the investment threshold from $1 million to $5 million, it will naturally filter out less committed applicants and ensure that only serious contributors are granted access.

Additionally, the new program is expected to support strategic economic sectors, including green energy, semiconductor manufacturing, infrastructure, and high-tech job creation—areas Musk has been personally passionate about.
