ChatGPT Teen Safety: OpenAI Adds Age Checks and Parental Controls

OpenAI, the company behind ChatGPT, has announced a sweeping set of new safety measures aimed at better protecting teenagers who use the platform. The updates include the introduction of an age-prediction system, an ID verification process in certain countries, and parental controls that will allow families to set boundaries on how teens interact with the chatbot.

The decision reflects the growing debate over how much access children and teenagers should have to powerful generative AI tools, and whether these platforms should have more built-in safeguards to prevent potential harm. The announcement came just hours before a U.S. Senate Judiciary Committee hearing on the risks of AI chatbots was set to begin, underlining the high level of public and political scrutiny surrounding AI safety.

Why Age Prediction and Verification Matter

One of the most important changes is OpenAI’s new age-prediction model, which will attempt to automatically sort users into two groups:

  • Adolescents aged 13–17
  • Adults 18 and above

If there is any doubt about a user’s age, OpenAI says the system will default to the under-18 experience to err on the side of caution. This means the chatbot will restrict certain content and apply stricter safety rules when there is uncertainty.

In some regions, OpenAI may also require users to submit government-issued ID for verification. While this raises understandable concerns about privacy for adults, the company argues that the trade-off is necessary to protect minors. OpenAI CEO Sam Altman explained in a blog post that the company has decided to prioritize safety ahead of freedom and privacy when it comes to teen users, emphasizing that young people are more vulnerable and deserve greater protection when engaging with advanced AI.

Safeguards for Adolescents vs Adults

The teen version of ChatGPT will differ from the adult experience in several important ways:

  1. Stricter content moderation: Content that includes mature themes, explicit sexual references, or other adult material will be filtered out for teen users.
  2. Response handling on sensitive issues: ChatGPT will not provide guidance on harmful activities like suicide or self-harm. However, adults writing fiction that includes such themes will still be supported.
  3. Emergency protocols for suicide ideation: If a teen user is flagged by OpenAI’s system as expressing suicidal thoughts or showing signs of imminent self-harm, OpenAI will attempt to contact the parents directly. If parents cannot be reached, the company may escalate by contacting local authorities to intervene.
  4. Parental control features: By the end of the month, parents will gain tools to:
  • Adjust how ChatGPT responds to their teen.
  • Limit or disable features like memory and chat history.
  • Set blackout hours when teens cannot use the platform.
  • Receive alerts if their child shows signs of emotional crisis.

Addressing Concerns About Younger Children

OpenAI makes it clear that ChatGPT is not intended for children under 13, but at present, there are no technical barriers preventing younger kids from creating accounts. Although the company has not yet rolled out strict age-blocking measures for under-12s, the introduction of age-prediction tools and parental controls is seen as the first step toward building age-specific guardrails for all minors.

Balancing Privacy, Freedom, and Safety

In his post, Sam Altman acknowledged that these measures involve difficult trade-offs. Requiring ID checks could make adults uneasy, and automated age prediction is far from perfect. However, he argued that the potential risks to teens outweigh the privacy concerns.

He also clarified that not all sensitive topics should be censored. For instance, discussions about suicide will remain blocked if the user appears to be seeking harmful instructions. But if an adult user asks for help writing a fictional story involving a suicide scene, the chatbot will still provide creative assistance.

This distinction, Altman said, is essential because completely censoring the topic would also limit valid, non-harmful uses of AI, such as academic projects, storytelling, or awareness campaigns.

Why the Announcement Comes Now

The timing of OpenAI’s announcement is significant. The company is facing mounting pressure from regulators, parents, and advocacy groups to demonstrate that AI systems can be deployed safely for younger users.

  • In August 2025, the family of a 16-year-old boy filed a wrongful death lawsuit against OpenAI, alleging that ChatGPT contributed to their son’s suicide by giving him harmful suggestions. The case has fueled public concern about the mental-health risks associated with unsupervised AI use.
  • Lawmakers in the U.S. and Europe have raised alarms about how AI could expose teens to misinformation, addictive behaviors, or unsafe content if not properly controlled.
  • The announcement was made just hours before the Senate Judiciary Committee hearing on AI risks, signaling OpenAI’s intention to show policymakers that it is taking proactive steps.

The Bigger Picture: A New Era of AI Safety

OpenAI’s new measures highlight a broader shift in how tech companies are approaching youth safety in the digital age. Social media platforms like Instagram, TikTok, and YouTube have all introduced parental controls and teen-specific experiences in recent years. AI, with its ability to generate personalized and persuasive content, brings new challenges that demand even stricter oversight.

Experts say that these steps could set an industry precedent. If OpenAI successfully implements robust age-verification and parental controls, other AI developers — such as Google, Anthropic, and Meta — may follow with their own teen-safety systems.
