Charlize Theron Slams Foreign Aid Cuts: Millions at Risk, She Warns

Hollywood actress and humanitarian Charlize Theron delivered a powerful and emotionally charged speech during the fifth annual Charlize Theron Africa Outreach Project (CTAOP) Block Party, held on the Universal Studios lot in Los Angeles.

The Oscar-winning actress spoke out against major global issues such as immigration injustices, LGBTQ+ discrimination, gender-based violence, the erosion of women’s rights, and the devastating consequences of foreign aid cuts.

“The World Feels Like It’s Burning Because It Is”

Standing before a crowd of supporters and donors, Theron didn’t hold back. She described the state of the world as regressive and alarming, emphasizing that the globe is witnessing a dangerous rollback in human rights and public health support systems.

“Here in Los Angeles, in the U.S., and across the globe, we are moving backwards fast,” she warned.

Her comments reflect a growing sentiment among human rights organizations who have raised concerns over global humanitarian backsliding, especially in regions already battling poverty, disease, and inequality.

A Fierce Defense of Human Rights

During her speech, Theron highlighted how policy changes—especially in the U.S.—are threatening the basic dignity and survival of vulnerable communities around the world.

She criticized current immigration policies, which she said are harming families rather than deterring criminals. She pointed out that:

  • Women’s rights are being eroded through restrictive laws.
  • Queer and transgender individuals are being increasingly erased from mainstream policy and legal protections.
  • Gender-based violence is rising, creating a more unsafe world for millions of women and girls globally.

She made it clear that these developments were not abstract policy shifts but deeply personal and painful realities for millions. In a raw and unfiltered moment, she stated, “F*ck them,” aimed at those pushing regressive laws and ideologies.

Her comments echo sentiments shared by several human rights NGOs and health advocacy groups, who have warned that political inaction and policy regression are costing real lives.

HIV/AIDS Programs in South Africa Have Been Crippled

Theron, who was born and raised in South Africa, directed her sharpest criticism at foreign aid budget cuts, particularly those affecting HIV and AIDS programs in sub-Saharan Africa. She revealed that in her home country, life-saving HIV and AIDS programs have come to an absolute standstill due to lack of funding.

“Foreign aid cuts brought HIV and AIDS programs in my home country of South Africa to an absolute standstill. People will lose their lives—many already have at a frightening rate. It’s absolutely heartbreaking.”

South Africa has one of the highest HIV infection rates in the world, with approximately 7.5 million people living with HIV, according to UNAIDS. Over the last decade, global funding has helped stabilize this crisis—but with recent budget reductions by major donors, including the U.S., many NGOs report disrupted services, closed clinics, and medicine shortages.

Theron stressed that the money cut from these aid packages represents less than 1% of the overall federal budget—a negligible amount in fiscal terms, but one that will result in the deaths of millions, especially among vulnerable youth and low-income families.

Criticism of U.S. Foreign Policy Without Naming Names

While Theron did not explicitly name former President Donald Trump, her remarks clearly pointed to the policies introduced during and following his administration. Trump’s foreign policy agenda prominently featured a strategy to slash foreign aid budgets, especially in areas concerning health, education, and women’s services.

Numerous watchdog organizations, including Oxfam, PEPFAR, and Amnesty International, have documented the direct impacts of these cuts—especially in Africa, Latin America, and parts of Asia.

Finding Hope in Collective Resistance

Despite her somber warnings, Theron said she hasn’t lost hope. In fact, she emphasized that resistance and unity remain the strongest weapons in the fight against oppression and injustice.

“There is hope. There is power in all of us standing up, organizing, protesting, voting, and caring for each other. Refusing to accept that this is the new normal.”

She described this collective strength as the very spirit that drives her organization, CTAOP. While the program focuses primarily on youth in southern Africa, Theron emphasized that the underlying values of health, safety, and human dignity apply to people everywhere.

CTAOP: 18 Years of Youth Empowerment and Impact

The Charlize Theron Africa Outreach Project was founded in 2007 and is committed to supporting youth in southern Africa, particularly in the fight against HIV/AIDS, gender-based violence, and lack of access to education.

Since its inception, CTAOP has:

  • Reached over 4.5 million young people
  • Granted more than $15 million to regional nonprofits and grassroots organizations

Through health education, leadership training, and community development, CTAOP has become one of the most impactful youth-centered initiatives on the African continent.

Lobbying for Change: Behind-the-Scenes Advocacy

Theron also revealed that her organization is regularly engaged in direct lobbying with U.S. lawmakers to prevent further damage to foreign aid budgets.

“We do it quite a bit. I will say there are a lot of people who do pick up the phone and are willing to listen and are on our side of understanding.”

This comment suggests that despite political setbacks, there are still policymakers who value humanitarian aid and are willing to work toward restoring and protecting these essential services.

The Block Party: More Than Just a Fundraiser

The evening wasn’t solely about speeches. It also featured:

  • A live auction offering luxury products and exclusive experiences
  • A musical performance by singer and actress Reneé Rapp
  • Red carpet appearances from CTAOP celebrity ambassadors like Henry Golding, KiKi Layne, and Marwan Kenzari
  • A special Hot Ones segment hosted live by Sean Evans

However, the heart of the event remained focused on raising awareness and money to protect youth, fund programs, and save lives.

Theron admitted that this year’s gathering felt particularly urgent:

“It does feel like this event is a little more important than it was last year.”

A Call to Action

Charlize Theron’s powerful words served as both a warning and a rallying cry. She made it clear that the fight for justice, health, and human rights is far from over—but it’s one that can still be won through resistance, solidarity, and empathy.

By spotlighting the catastrophic impact of foreign aid cuts, especially in the Global South, Theron reminded the world that even small political decisions in Washington or other capitals can result in devastating global consequences.

Her call to action is a reminder that every voice, vote, and dollar can make a difference—and that silence in the face of injustice is never an option.
