New French PM Faces ‘Block Everything’ Protests

France is experiencing a wave of civil unrest as the grassroots movement Bloquons Tout (“Block Everything”) launched coordinated demonstrations across the country. The protests began on the very day Sébastien Lecornu was sworn in as France’s new prime minister, following the removal of François Bayrou in a no-confidence vote. Protesters have taken to the streets to denounce austerity, oppose sweeping budget cuts, and express anger at President Emmanuel Macron’s government.

The demonstrations, planned through social media networks and decentralized online forums, have spread across multiple cities. Protesters blocked roads, set fires, disrupted access to schools, and interfered with public transport. In Paris, Marseille, Bordeaux, Montpellier, Rennes, Toulouse, Nantes, and Lyon, gatherings escalated into clashes with security forces. By early afternoon, the movement had mobilized thousands of participants, showing the scale of opposition to the government’s fiscal agenda.

Violence and Arrests Across Major Cities

The protests turned disruptive in several regions. In Rennes, a bus was torched, while outside Toulouse, electric cables were sabotaged, temporarily cutting power in some areas. In Paris, confrontations were most intense near the Gare du Nord railway station, where groups of masked demonstrators attempted to force their way inside before being repelled with tear gas. Barricades were set up on major streets, trash bins were set alight, and small groups of protesters vandalized property.

Law enforcement responded with heavy deployment. Nearly 80,000 officers were mobilized nationwide to prevent mass shutdowns. Interior officials confirmed that by mid-morning around 250–300 people had been arrested, most of them in Paris and its suburbs. Security services emphasized the need to contain violence while keeping essential services functional. Despite the arrests, small groups of protesters continued to regroup throughout the day, prolonging disruption in urban centers.

Roots of the “Block Everything” Movement

Bloquons Tout is a relatively new but fast-growing movement. Emerging on social media in early 2025, it gained momentum after the government announced a drastic plan to cut €43–44 billion from public spending in order to reduce France’s ballooning deficit. The package included controversial measures such as eliminating public holidays, limiting pension adjustments, reducing public sector jobs, and freezing social support programs.

Many young people and left-leaning activists saw the cuts as unjust, targeting vulnerable populations while sparing high earners and corporations. Over the summer, the movement transformed into a call for broad civil disobedience. Its demands now include increased investment in healthcare, education, and housing, higher taxes for wealthy citizens, rent freezes, and systemic reforms. Protesters also call for President Macron’s resignation, citing mistrust in his leadership and his handling of France’s spiraling debt crisis.

Political Context: Lecornu’s Challenge

Sébastien Lecornu’s appointment as prime minister came during one of the most unstable periods in France’s recent political history. He is the fifth prime minister in less than two years, a sign of deep parliamentary fragmentation. His predecessor, François Bayrou, lost support after failing to pass the proposed austerity budget through France’s hung parliament.

Lecornu is a close ally of President Macron and inherits the task of drafting a new budget that can appeal to a divided National Assembly. France’s public deficit reached 5.8% of GDP in 2024, while its national debt stands at over 114% of GDP. International markets are pressuring the government to take credible action to stabilize finances. But political parties remain polarized:

  • The radical left, led by La France Insoumise, demands higher social spending and taxes on wealth.

  • The far right, led by National Rally, rejects Macron’s leadership but has not committed to supporting left-wing no-confidence motions.

  • Centrist factions remain divided over how far to go with austerity.

Lecornu must therefore manage not only a fiscal crisis but also a fractured parliament and a growing protest movement outside the institutions of power.

Demands and Identity of Protesters

Protesters identify themselves as part of a grassroots movement rather than a traditional labor or political coalition. They are students, precarious workers, union members, left-wing activists, and ordinary citizens who feel abandoned by decades of austerity policies. While the movement has clear left-leaning characteristics, it has not declared loyalty to any established political force.

Their demands reflect a rejection of neoliberal economic strategies: they want expanded public investment, a stronger welfare state, housing protections, and progressive taxation. They oppose the idea that reducing France’s debt should come at the expense of working people and public services. Many demonstrators also link their cause to broader struggles, carrying banners against war in Gaza and calling for global solidarity with marginalized populations.

Scale of Disruption

Although widely publicized, the disruptions have not yet reached the intensity of earlier mass uprisings such as the 2018–2019 Yellow Vest protests. Security forces have so far managed to prevent complete shutdowns of cities and transport hubs. Most schools, offices, and public services continued to operate, albeit under strain. Still, incidents of violence and sabotage underscore the determination of protesters to escalate if their demands remain ignored.

In Paris, confrontations were concentrated around major railway stations and squares, but similar scenes unfolded in Marseille and Bordeaux, where police clashed with groups blocking roads. Fire damage, vandalism, and scattered property destruction were reported in several cities. The government characterized the disruption as significant but controlled.

Next Steps for the Government

Lecornu faces immediate challenges:

  • He must present a credible budget plan that addresses France’s financial pressures while calming public anger.

  • He needs to build alliances in parliament to survive no-confidence threats. France Unbowed has already announced its intention to table such a motion.

  • He must manage public order and avoid an escalation into long-term unrest.

Any misstep could lead to further instability, more protests, and the possibility of his government collapsing like that of his predecessor.

Broader Implications

France’s crisis reflects deeper structural problems. Rising debt, economic stagnation, and social inequality are combining with a disillusioned electorate to create an unstable political environment. Bloquons Tout represents a generational demand for accountability and fairness. Its rise also mirrors global patterns, where digitally coordinated grassroots protests increasingly challenge traditional political systems.

For President Macron, the unrest poses a severe test of leadership in the latter part of his presidency. His government must convince both the public and international investors that France can achieve fiscal discipline without triggering social breakdown. For Lecornu, survival as prime minister depends on striking a fragile balance between austerity measures, parliamentary negotiations, and managing a protest movement determined to resist at every step.
