President Ferdinand Marcos addressed the nation on Saturday, expressing grave concern for the many affected regions, some of which remain completely isolated, hampering efforts to reach and rescue survivors in critical need.

Casualty Count and Regional Devastation

As of Saturday morning, the Philippine government’s disaster-response agency confirmed at least 85 people dead, with another 41 individuals still unaccounted for. Authorities warn that these figures are likely to rise in the coming days as more isolated communities regain communication, allowing for a clearer picture of the losses. The storm, which swept northwestward across the country before moving out to sea, has become one of the deadliest and most destructive tropical cyclones in the Philippines this year.

On Saturday, rescuers continued their efforts in particularly hard-hit regions like Talisay in Batangas province, a lakeside town that has witnessed tragic scenes of loss and destruction. Teams of police officers, firefighters, and emergency personnel equipped with backhoes and assisted by sniffer dogs combed through debris to locate the missing. One of the last missing villagers was recovered from under a mound of mud in Talisay, where the emotional toll became painfully visible. A father waiting for news of his missing 14-year-old daughter was seen weeping as rescuers gently placed the remains in a black body bag. Though certain it was his daughter, authorities will perform formal identification to confirm the identity.

Nearby, the town center gym was transformed into a temporary resting place for the dead, with over a dozen white coffins laid side by side. Each coffin held the remains of those tragically swept away when mud, rocks, and trees descended from a ridge overlooking the village of Sampaloc in Talisay. Villagers, still shaken, gathered to mourn their loved ones as efforts to identify the victims continue.

President Marcos and the Government’s Response

President Ferdinand Marcos has been actively involved in the crisis response, visiting some of the hardest-hit areas on Saturday. The president noted that Trami unleashed an unusual amount of rain, with some areas experiencing one to two months’ worth of rainfall within just a single day. The rapid accumulation of water and overwhelming flow were too much for flood-control systems to contain, leading to catastrophic flooding across multiple provinces.

Marcos acknowledged the limitations of current flood infrastructure and the dire need to invest in expanded protections. He stated, “The water was just too much,” underscoring the urgent need for infrastructure improvements to handle storms of increasing intensity—a clear consequence of climate change. To this end, Marcos announced that his administration would prioritize a new flood control project designed to meet the evolving threats posed by extreme weather events.

Additionally, the president emphasized the ongoing nature of rescue efforts, highlighting that “there are still many areas that remained flooded and could not be accessed even by big trucks.” He has pledged government resources to ensure isolated communities receive emergency assistance as soon as conditions allow.

The Path of Trami and its Impact on Millions

Trami’s path has affected more than 5 million Filipinos, many of whom faced mandatory evacuations. Nearly half a million people were sheltered in over 6,300 designated emergency centers scattered across the affected provinces. Schools and government offices have been closed for three days in efforts to safeguard lives, and inter-island ferry services were suspended, leaving thousands of travelers stranded.

During a recent emergency Cabinet meeting, Marcos and other officials expressed concern over reports that Trami, which is the 11th tropical storm to hit the Philippines this year, could potentially make a U-turn next week. According to government forecasters, high-pressure winds in the South China Sea may push the storm back toward the country. If the storm does not change course, it is expected to make landfall in Vietnam over the weekend, bringing more heavy rains and possible flooding. These changing forecasts illustrate the unpredictable nature of storms, adding further urgency to preparedness efforts across the region.

Climate Challenges and Community Resilience

The Philippines experiences an average of 20 tropical storms and typhoons annually due to its location between the Pacific Ocean and the South China Sea, making it one of the most vulnerable countries in the world to severe weather. Communities and local governments have grown resilient over decades of similar challenges, but storms of Trami’s intensity are testing these capacities. The memories of Typhoon Haiyan, one of the most devastating storms in the region’s history, still linger. In 2013, Haiyan struck with such force that it left over 7,300 people dead or missing, flattening entire towns and leaving a profound impact on the nation.
