Prime Minister Narendra Modi is set to arrive in Kolkata on September 14–15, 2025, for a two-day visit that blends national security deliberations with major development announcements. This is his second trip to the city within a month, underscoring both the strategic importance of West Bengal in India’s defence framework and the political weight the state carries ahead of the 2026 Assembly elections.

Arrival and Schedule

The Prime Minister’s Kolkata leg comes as part of his five-state tour that covers Mizoram, Manipur, Assam, West Bengal, and Bihar. He will land in Kolkata on the evening of September 14, arriving directly from Assam, where he will have flagged off multiple connectivity projects.

Upon arrival, Modi will move to Raj Bhavan, the Governor’s residence, where he will stay overnight. Raj Bhavan, a heritage landmark in central Kolkata, has hosted several high-level meetings during Modi’s previous visits and is under heightened security for this occasion.

On September 15, the Prime Minister will inaugurate the 16th Combined Commanders’ Conference (CCC-2025) at Fort William, headquarters of the Indian Army’s Eastern Command. The formal inauguration is scheduled for 9:30 AM, after which Modi will interact with top military commanders and civilian officials. By the afternoon, he will depart for Purnea in Bihar, where he is slated to inaugurate new infrastructure projects.

The Combined Commanders’ Conference is the most significant biennial gathering of India’s defence establishment. It is not limited to the armed forces alone but also includes the civilian leadership, national security advisors, senior defence officials, and political decision-makers. The 2025 edition is themed “Year of Reforms – Transforming for the Future.” Over its three-day schedule (September 15–17), the conference will address:

  • Higher Defence Reforms: Review of reforms introduced since the establishment of the post of Chief of Defence Staff (CDS), aimed at enhancing jointness across services.

  • Integrated Theatre Commands: Detailed discussions on creating theatre-based joint commands, which would unify the Army, Navy, and Air Force under single regional commands for sharper operational coordination.

  • Indigenous Technology Integration: Evaluation of progress under the Atmanirbhar Bharat initiative, with emphasis on deploying homegrown drones, missile systems, surveillance equipment, and AI-based defence tools.

  • Operation Sindoor Lessons: Analysis of the tri-service military strikes conducted in May 2025 against terror camps in Pakistan and Pakistan-occupied Kashmir following the Pahalgam terror attack. The operation highlighted capability gaps in logistics, joint operations, and surveillance, making it a critical case study for reforms.

By holding the CCC at Fort William in Kolkata, attention is drawn to the Eastern Command, which oversees critical frontiers with China, Bangladesh, Bhutan, and Myanmar. Rail Connectivity in Mizoram

In the Northeast, Modi inaugurated three express trains, a landmark step for Mizoram, which until recently had limited direct rail links:

  1. Sairang (Aizawl)–Delhi Rajdhani Express: First-ever direct train connecting Mizoram’s capital with the national capital.

  2. Sairang–Guwahati Express: Establishing a direct link with Assam’s key economic hub.

  3. Sairang–Kolkata Express: Creating a direct passenger and freight route to eastern India’s largest metropolis.

These trains are expected to reduce travel times, open up educational and medical opportunities, promote tourism in Mizoram, and strengthen border-state integration with the rest of the country.

Projects in West Bengal

In Kolkata, besides inaugurating the defence conference, Modi will open several state-specific projects, including the new Manipur Bhawan. This facility will serve as a cultural, residential, and administrative center for Manipur’s citizens in West Bengal, reflecting the growing inter-state cultural exchanges in eastern India.

Nationwide Connectivity Strategy

Together, these projects symbolize the government’s twin approach: hard security through defence reforms and soft security through connectivity and integration, ensuring that India’s border regions remain both economically empowered and strategically safeguarded.

Security Measures and Traffic Management

Given the significance of the visit, Kolkata has been placed under an elaborate security grid. The presence of the Prime Minister, senior cabinet ministers, and top defence leadership has led to multi-layered security deployment around Raj Bhavan, Red Road, and Fort William. Surveillance drones, checkpoints, and restricted zones are already in place.

Traffic restrictions have been announced by Kolkata Police:

  • On September 14, goods vehicles will be restricted on major routes between 3:30 PM and 8:00 PM.

  • On September 15, similar restrictions will remain from 7:30 AM to 4:00 PM, particularly in central Kolkata.

Citizens have been advised to expect delays and plan their commutes accordingly, especially near Esplanade, Hastings, and Park Street areas.

The visit comes against the backdrop of the 2026 West Bengal Assembly elections, where the BJP is aiming to increase its footprint. Modi’s repeated presence in the state highlights the party’s strategy to showcase both development credentials and national security leadership.
