As the world eagerly anticipates the start of the Paris 2024 Olympics, France is taking unprecedented steps to ensure the event’s security. Scheduled to open on Friday, July 26, and run until August 11, the Games promise to be a grand spectacle, showcasing athletic excellence and the rich cultural heritage of Paris. 

However, amid the excitement, the French government has implemented extensive security measures to protect athletes, officials, and spectators. With armed police patrolling the streets, helicopters hovering above, and speedboats monitoring the River Seine, Paris is leaving no stone unturned. 

The military is on high alert, and advanced technologies like AI-based surveillance systems are being deployed. As preparations reach their final stages, the city is poised to provide a safe and memorable Olympic experience, demonstrating a remarkable balance between celebration and security.

Extensive Security Presence

The streets of Paris are under a vigilant watch, with armed police patrolling neighborhoods, manning roadblocks, and maintaining a visible security presence throughout the city. Overhead, helicopters keep constant surveillance while speedboats patrol the River Seine to deter and prevent potential attacks. 

The military’s involvement is significant, reflecting the highest terror alert level since March. Security has been a top priority since Paris was awarded the Games in 2017. On the day of the opening ceremony alone, which will, for the first time, take place along the Seine and its banks rather than in a stadium, 45,000 security personnel will be on duty. 

Acting Interior Minister Gérald Darmanin has stated that the general terror threat is “extremely high.” Despite recent knife attacks on a police officer and a soldier and a car driving onto the terrace of a restaurant, Darmanin reassured the public via Le Journal du Dimanche that there is no specific threat to the Olympic Games at this time. 

However, the heightened alert level reflects the government’s commitment to ensuring maximum safety. This comprehensive security effort underscores the seriousness with which France is approaching the protection of athletes, officials, and spectators during the Games.

Exceptional Security Plans for the Opening Ceremony

The Paris 2024 head, Tony Estanguet, emphasized that a unique security plan is in place for the opening ceremony and every competition to ensure the safety of all involved. “Keeping people safe is priority number one,” he stated at a recent news conference. 

The grand opening ceremony, set along the River Seine, presents an unprecedented security challenge. The ceremony will not occur in a stadium for the first time in Olympic history. 

Instead, dozens of boats will carry thousands of athletes and performers on a 6-kilometer (3.7-mile) floating parade down the Seine, showcasing the beauty and history of Paris. 

More than 300,000 people are expected to line both river banks to watch the ceremony, and 45,000 police officers, including elite special intervention forces trained in counterterrorism. Snipers will be positioned on rooftops along the route, and an anti-drone system will be in place to prevent aerial threats. 

This ambitious security operation aims to balance top-level protection with the celebratory spirit of the Games, ensuring that the opening event is both spectacular and secure.

Arrests and Foiled Terror Plans

In the lead-up to the Games, several arrests have been made in connection with potential terror threats. In late May, security forces foiled a plan by Islamist militants to attack an Olympic football match in Saint-Étienne. 

Additionally, a Russian-Ukrainian individual was arrested after injuring himself with a self-made explosive device. Recorded Future, an intelligence company, has stated that successful attacks have become more unlikely due to heightened security measures and the highest terror alert level. 

However, vigilance remains crucial, as supporters of groups like the Islamic State (IS) and Al-Qaeda in Europe may still intend to target the Games. “The supporters of IS and Al-Qaeda in Europe almost certainly intend to attack the Olympic Games in Paris,” Recorded Future reported, highlighting the persistent threat. 

The arrests and foiled plans underscore the continuous efforts by security forces to prevent any disruption and ensure the safety of the Olympic participants and attendees. These preemptive actions testify to the extensive intelligence and surveillance operations to protect the Games.

Robust Military Involvement

France has made extensive efforts to ensure security, including deploying a 4,500-strong army camp in Paris and an overall military presence of 15,000 across Paris and other Olympic sites. 

This significant military presence is complemented by security forces from different countries, who are also present partly to protect their athletes. For instance, police vehicles from Qatar and officers from the Arab countries patrol alongside French officers, ensuring international collaboration and maintaining security. 

The French Air Force monitors the airspace and is prepared to take action against any drones approaching sensitive areas. This aerial vigilance is crucial in preventing unauthorized drone activities, which could pose significant threats during the Games. 

The robust military involvement and international cooperation reflect the extensive measures taken to safeguard the Olympics. Such a large number of military personnel and the collaboration with international forces highlight the global effort to ensure a secure environment for the Olympic Games.

Advanced Surveillance Technologies

Paris is utilizing Artificial Intelligence (AI)-based video surveillance in certain areas, enhancing its ability to monitor and respond to potential threats. Although these systems do not include facial recognition, they are designed to detect people entering non-public or sensitive areas, identify abandoned baggage, monitor huge groups, and track movements in high-risk areas. 

This AI-based surveillance aims to provide an additional layer of security by identifying potential threats quickly and efficiently. The technology helps security forces respond promptly to suspicious activities, ensuring the safety of the Olympic venues and surrounding areas. 

Integrating advanced surveillance technologies underscores France’s commitment to leveraging modern tools to enhance security measures. By employing AI-based systems, Paris sets a precedent for using technology in large-scale event security, ensuring a comprehensive approach to safety during the Olympics.

Preparedness for Cyber Threats

French security forces are also prepared for potential hacking and cyber-attacks designed to disrupt the Games and tarnish their image. Recorded Future has identified Russia, Iran, and Azerbaijan as possible actors in such schemes. 

Cyber-attacks could also be linked to the conflicts in Ukraine and Gaza, as activists might seek to exploit the Olympic spotlight for their causes. During the Games, the French cybersecurity office has developed a comprehensive strategy to counter such attacks, from prevention to countermeasures. 

This strategy, put together two years ago, is designed to ensure that any attempts to disrupt the Games through cyber means are swiftly addressed. The preparedness for cyber threats highlights the multi-faceted approach to security, encompassing both physical and digital realms. 

By addressing potential cyber threats, French authorities aim to protect the integrity of the Games and ensure a seamless experience for participants and spectators alike.

Contingency Plans

Despite the extensive security measures, French officials have indicated no specific terrorism threats for the opening ceremony. However, contingency plans are in place should particular concerns arise. 

These plans could involve restricting the ceremony to the Trocadero Square near the Eiffel Tower or moving it to the Stade de France stadium, ensuring that the Games can continue safely even in the face of potential threats. 

Developing these contingency plans demonstrates the organizers’ proactive approach to managing potential risks and ensuring the smooth execution of the Games. 

The flexibility in the planning process allows for quick adjustments in response to emerging threats, ensuring that the security of the Games is not compromised. 

This preparedness for various scenarios reflects the security measures’ comprehensive nature, reassuring participants and spectators that their safety is a top priority.
