Six months ago, the world’s focus was on the U.K. as national governments and international tech companies gathered for the inaugural global AI safety summit.

This event was hailed as a crucial step in addressing the dual threats and potentials of artificial intelligence.

With high-profile attendees like Elon Musk and U.K. Prime Minister Rishi Sunak, the summit promised to set a precedent for global AI safety discussions.

From the U.K. to Seoul

Fast forward to today, and the enthusiasm seems to have dwindled.

A significantly smaller group of attendees has convened in Seoul to continue the conversation.

This week’s event, branded as a “mini virtual summit,” is a stark contrast to its U.K. predecessor.

The absence of key countries like Canada and the Netherlands and the lack of high-profile attendees suggest that the momentum for a unified global AI safety movement might already be lost.

A Missed Opportunity

The diminished scale of the Seoul summit highlights a critical issue: the lack of a cohesive, global approach to AI regulation.

Igor Szpotakowski, an AI law researcher at Newcastle University, points out, “It’s more technical and low-key, with no major announcements from political leaders or companies.”

He adds that the U.K. and South Korea, co-hosts of the summit, lack the influence to draw significant attention from global leaders.

Fragmented Efforts

The regionalized approach to AI regulation is evident in the varied and independent actions taken by different countries.

The European Union has made strides with its AI Act, and the U.S. has its own AI roadmap unveiled by Senator Chuck Schumer.

Meanwhile, countries like India are charting paths that balance innovation with responsible AI practices.

Ivana Bartoletti, global chief privacy and AI governance officer at Wipro notes that these individual efforts, though commendable, highlight the fragmentation that hampers a unified global strategy.

The Need for Global Consensus

The Seoul summit’s underwhelming turnout and the absence of major AI players raise concerns about the viability of a global AI safety movement.

Experts like Carissa Véliz from the University of Oxford emphasize the importance of moving from discussions to actionable commitments.

“It will mean nothing if it doesn’t lead to action,” she asserts.

Philip Torr, a professor in AI at the University of Oxford and coauthor of an open letter published in the journal Science, echoes this sentiment.

The letter, signed by 25 leading AI academic experts, warns that not enough is being done to secure a global agreement on AI safety.

“The world agreed during the last AI summit that we needed action,” Torr says. “But now it is time to go from vague proposals to concrete commitments.”

The Role of Supranational Groups

While individual countries forge ahead with their regulations, supranational groups continue to discuss AI safety without achieving tangible results.

The promise of the initial U.K. summit has not materialized into a concerted global effort, and the Seoul meeting’s lack of impact underscores this failure.

The faltering of the global AI safety movement before it truly began raises significant concerns about the future of AI regulation.

Without a unified approach, the risks associated with artificial intelligence remain inadequately addressed.

As regional efforts continue, the absence of a cohesive global strategy could lead to inconsistencies and gaps in AI governance.

The world’s leading AI experts have sounded the alarm, calling for concrete actions and commitments.

The journey from discussions to implementation is fraught with challenges, but it is essential for ensuring the safe and ethical development of AI technologies.
