You need to make a competitive offer because you do not know how many other offers the homeowner is going to get. You should always put your best foot forward.

Your real estate agent will be responsible for scheduling showings, looking for issues with houses, and helping you develop a competitive offer. That way, you can put yourself in the best position possible to find the right house to meet your needs.
