Trump Suspends Immigration From ‘Third World,’ Orders Green Card Review

President Donald Trump announced late Thursday his intention to “permanently pause migration” from what he described as “all Third World Countries,” marking one of the most aggressive immigration policy declarations of his second term. The announcement came just hours after an Afghan national was identified as the suspect in a deadly shooting targeting National Guard members near the White House, an incident Trump attributed to failures in immigration vetting under the previous administration.​

Deadly Attack Prompts Immediate Policy Response

The president’s declaration followed a tragic Wednesday evening shooting that claimed the life of U.S. Army Specialist Sarah Beckstrom, 20, and left West Virginia National Guard member Staff Sergeant Andrew Wolfe, 24, in critical condition. Trump characterized the attack as “ambush-style” and used it to justify what he described as necessary reforms to the nation’s immigration system. The suspect, an Afghan national who reportedly entered the United States in 2021 during the chaotic withdrawal from Afghanistan, held a green card at the time of the incident.​

In response to the shooting, U.S. Citizenship and Immigration Services (USCIS) immediately suspended all immigration applications involving Afghan nationals as of Wednesday night, with the agency announcing the suspension would remain in effect indefinitely.​

Comprehensive Green Card Review Ordered

Beyond the immigration freeze, Trump directed USCIS to conduct a “full-scale, rigorous reexamination” of every green card holder from 19 designated “countries of concern”. Joseph Edlow, Director of Citizenship and Immigration Services, announced the directive on social media platform X Thursday afternoon, emphasizing the review was a direct order from the president. The updated policy, which took effect immediately on November 27, 2025, applies to all pending applications and those filed after that date.​

The new guidance instructs USCIS officers to evaluate factors including a country’s capability to issue secure identity documents and its ability to support comprehensive background checks. Officials characterized the changes as strengthening enforcement of Trump’s national security proclamation PP 10949, which restricts entry for foreign nationals deemed potential security threats.​

Broad Immigration Restrictions Announced

In a lengthy Truth Social post that began ironically with “a very happy Thanksgiving,” Trump outlined an expansive set of immigration restrictions extending far beyond the initial freeze announcement. The president declared his intention to “terminate all of the millions of” admissions authorized under former President Joe Biden, though he did not specify which immigration categories would be affected.​

Trump further stated he would “remove anyone who is not a net asset to the United States or is incapable of loving our Country,” without providing clear definitions for these criteria. Additional measures announced include eliminating all federal benefits and subsidies for “noncitizens,” denaturalizing migrants who “undermine domestic tranquility,” and deporting any foreign national deemed a “public charge, security risk, or non-compatible with Western Civilization”.​

Undefined Scope Raises Questions

The president’s announcement left significant questions unanswered, particularly regarding which nations would be classified as “Third World Countries” under the proposed ban. The term, while generally understood to refer to developing nations in the Global South, carries no precise legal definition in U.S. immigration law. Trump did not specify whether the pause would apply to all visa categories, including temporary visas for tourists, students, and workers, or only to permanent immigration pathways.​

Immigration policy experts note that implementing such a broad freeze would require either congressional action or executive orders that could face immediate legal challenges. Neither the White House nor USCIS immediately responded to media requests for clarification on how the administration would define affected countries or implement the proposed restrictions.​

Context of Escalating Immigration Enforcement

The announcement represents the latest escalation in Trump’s aggressive immigration agenda since returning to office earlier in 2025. In June, the president implemented a comprehensive travel ban affecting immigrants from 19 countries, including Afghanistan. The administration has prioritized mass deportation campaigns and increased interior enforcement as central policy objectives throughout the year.​

The shooting incident brings together several politically volatile issues: Trump’s controversial deployment of military personnel for domestic security, immigration policy, and the ongoing debate over the legacy of the U.S. withdrawal from Afghanistan in 2021. The suspect’s entry during that chaotic period has reignited criticism of the Biden administration’s handling of the evacuation and vetting processes for Afghan refugees and special immigrant visa holders.​
