What Is the 9/11 Victim Compensation Fund?

The 9/11 Victim Compensation Fund is the first one, which was established in 2001 to compensate those who were injured or killed during the attacks. It later added the first responders, recovery workers, and residents who faced health ailments due to exposure at Ground Zero and other affected areas. The Fund is regulated by the U.S. Department of Justice and is run under the supervision of a Special Master.

Renewed on several occasions, the VCF was last reauthorized in July 2019 upon signing the “Never Forget the Heroes: James Zadroga, Ray Pfeifer, and Luis Alvarez Permanent Authorization of the 9/11 Victim Compensation Fund Act”. This amendment ensures that the program will receive funding till 2090, meaning sustained support for victims and families.

What is the representation of the VCF?

The eligibility of the victim compensation fund on 9/11 victims is not limited to the victims directly affected by the attacks. Those who resided, worked, or went to school in the exposure zone, including lower Manhattan from September 11, 2001, through May 30, 2002, may qualify if an affiliated certified illness related to toxic dust and debris developed after that period of time.

Eligible groups include:

  • First responders (police, firefighters, EMTs)
  • Cleanup and recovery workers
  • Commutes of residents and office workers residing in lower Manhattan
  • Survivors who had bodily harm and diseases
  • Families of deceased victims

Every claimant has to register with VCF and be certified for a 9/11-related health condition by the World Trade Center Health Program (WTCHP).

How to File a Claim

There is a series of steps that need to be followed when making a claim with the 9/11 Victim Compensation Fund.

  • Sign up on the VCF website on or before the deadline.
  • Get certified for a 9/11 illness by the WTCHP.
  • Prepare documentation attesting to the presence in the exposure zone and the effect of the condition.
  • Wait for examination and consideration for the award.
